About Digital Service Program

USDR’s new Digital Service program is looking for a Program Lead to:

  1. Set direction for how USDR can support new and existing government digital service teams in increasing access to government services
  2. Build and maintain strong relationships with government partners and key stakeholders in the ecosystem
  3. Double down on the impact we seek to have at scale
  4. Ensure that USDR has a skilled, passionate, and committed team to deliver on our Digital Service strategy
  5. Bring our government partners the subject matter expertise they need in a trusted partner

Our vision is a world where people have equitable access to their government and where governments have the assistance they need to make critical technical decisions to implement modern tools and deliver better digital services to those in need. This role will shape our work with State and local government partners to build their internal capacity, provide technical assistance where valuable, and partner with other organizations in the ecosystem to ensure we are supporting digital capacity building in the service of better outcomes for residents.

About the role

USDR partners often reach out with a complex problem and need to know that USDR teams will work collaboratively to meet their needs. The Program Lead is responsible for ensuring that the Digital Service program has both the vision and ability to deliver, shaping USDR offerings in this space and engaging the full USDR organization to deliver on our partners’ needs. You’ll work with multiple levels of government and non-governmental organizations, interfacing with executive-level agency stakeholders, individual engineers, and support personnel, and everyone in between.

In addition to bringing domain expertise on specific policy or operational problems facing digital service teams, you will identify trends across partners and opportunities for generalizing and honing USDR’s value proposition in these partnerships to achieve impact at scale.

You might be a good fit for this role if you’re a senior policy advisor, technologist with experience leading digital service teams, government executive, or delivery manager with mentorship or team leadership experience.

In this role, you will:

  • Ensure the strategic direction of the Digital Service program is driving the team’s work while maintaining the capacity to be flexible in adjusting course as new information or changes in the policy landscape emerge. USDR moves at the ‘speed of need’ and this is especially true for how we seek to support digital service teams in government.
  • Build credible relationships to operate effectively in the context of working with government partners - knowing their constraints, challenges, hopes, and fears, and showing up accordingly with empathy, respect for their time, and effective solutions.
  • Ensure grant requirements are met, supporting engagement with funders.
  • Deliver results in terms of desired impact and scale, ensuring that USDR’s work is conducted with a bias towards action.
  • Hire, develop, and retain a talented team to deliver on the Digital Service strategy while cultivating a positive and humble culture aligned to USDR’s values as outlined most eloquently in the Volunteer Oath.
  • Offer and/or facilitate 1:1 and 1:many candid, non-conflicted advice sessions with government partners looking to do their best work in the digital service space
  • Collaborate with USDR’s marketing and outreach teams to tell the story of USDR’s work in this portfolio with a focus on transparency and expanding the reach of the program.
  • Represent USDR and the values of our Volunteer Oath in your work.

Qualified candidates will have:

  • 8+ years of experience in policy or product management or development, working collaboratively with policy, engineering, design, and user research teams.
  • 6+ years of management experience leading policy or product teams.
  • Experience managing high-performing and functioning teams through coaching and an emphasis on working collaboratively.
  • Strong work ethic, keen analytical and problem-solving skills, and the ability to manage complex projects and multi-task with excellent organization skills and a strict attention to detail.
  • Experience in building diverse networks, partnerships, and long-term collaborative working relationships, and someone who is comfortable thinking outside the box and finding amicable solutions to reach end goals.
  • Strong communication skills across a broad set of cross-functional stakeholders, including complex external partners (such as regulatory bodies, government entities, large enterprise customers).
  • Sound judgment, demonstrated ability in providing high integrity leadership, and capable of making smart decisions in the face of ambiguity and imperfect information.
  • Awareness of modern best practices in the technology space, including privacy, security, iterative development, modular procurement, and/or human-centered design
  • Comfort with a fast-paced environment and changing requirements.
  • Strong interest in supporting equitable, effective access to public services using modern technology, design, and research practices.

Application Process

Applications will be accepted until the role is filled, but the team will begin reviewing applications on January 3. USDR will conduct an application and resume review, followed by a series of interviews with various members of the USDR team. We are aiming to fill this role quickly.
